New Mexico has a complex gambling background. When the IGRA was passed by the House in 1989, it looked like New Mexico would be one of the states to get on the Native casino bandwagon. Politics guaranteed that would not be the situation.

The New Mexico governor Bruce King announced a task force in Nineteen Ninety to negotiate a contract with New Mexico Indian tribes. When the working group arrived at an accord with two prominent local bands a year later, the Governor refused to sign the bargain. He held up a deal until Nineteen Ninety Four.

When a new governor took office in Nineteen Ninety Five, it seemed that Native wagering in New Mexico was a certainty. But when Governor Gary Johnson passed the compact with the Amerindian tribes, anti-gambling groups were able to tie the contract up in courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the accord, therefore costing the state of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico legislature, to get the ball rolling on a full accord between the Government of New Mexico and its Indian bands. Ten years had been burned for gaming in New Mexico, including Indian casino Bingo.

The nonprofit Bingo business has gotten bigger from Nineteen Ninety-Nine. That year, New Mexico not for profit game owners acquired only $3,048. That climbed to $725,150 in 2000, and exceeded one million dollars in revenues in 2001. Nonprofit Bingo revenues have grown constantly since that time. 2005 witnessed the biggest year, with $1,233,289 grossed by the providers.

Bingo is categorically popular in New Mexico. All kinds of operators look for a slice of the action. Hopefully, the politicians are done batting around gambling as an important issue like they did back in the 1990’s. That’s without doubt wishful thinking.
