New Mexico has a complex gambling background. When the Indian Gaming Regulatory Act was passed by Congress in 1989, it looked like New Mexico might be one of the states to get on the Native casino craze. Politics guaranteed that would not be the case.
The New Mexico governor Bruce King appointed a task force in Nineteen Ninety to draft a contract with New Mexico American Indian tribes. When the working group arrived at an accord with 2 prominent local tribes a year later, Governor King refused to sign the agreement. He would hold up a deal until 1994.
When a new governor took over in Nineteen Ninety Five, it seemed that Indian wagering in New Mexico was a certainty. But when Governor Gary Johnson passed the accord with the Native bands, anti-gambling groups were able to tie the deal up in courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing a deal, therefore costing the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
It required the CNA, passed by the New Mexico legislature, to get the ball rolling on a full accord amongst the Government of New Mexico and its Native bands. 10 years had been squandered for gambling in New Mexico, including Amerindian casino Bingo.
The not for profit Bingo business has increased from 1999. In that year, New Mexico not for profit game owners brought in just $3,048. That climbed to $725,150 in 2000, and passed one million dollars in 2001. Non-profit Bingo earnings have grown steadily since that time. 2005 saw the greatest year, with $1,233,289 earned by the providers.
Bingo is categorically favored in New Mexico. All kinds of owners look for a bit of the action. With hope, the politicians are done batting around gambling as an important issue like they did in the 90’s. That’s without doubt wishful thinking.
